Malaysia has taken a historic step forward in strengthening its position as a global semiconductor powerhouse with the launch of the Advanced Chip Testing Centre, inaugurated by Prime Minister YAB Dato’ Seri Anwar Ibrahim on 6 November 2025. This milestone forms part of the official opening of the Malaysia Semiconductor IC Design Park 2 (IC Park 2) at CoPlace 9, Cyberjaya.

A First-of-Its-Kind Facility in Southeast Asia
Witnessed by YAB Dato’ Seri Amirudin Shari, Menteri Besar of Selangor, the launch marked the establishment of Southeast Asia’s first world-class chip testing facility. The centre strengthens Malaysia’s ambition to build a complete semiconductor ecosystem, enabling the country to reduce reliance on foreign testing facilities while speeding up innovation cycles.
The facility features four advanced pillars:
- Advanced Chip Inspection, Test & Metrology Centre (AIM)
- Advanced Chip Design, Emulation & Prototype Centre
- Advanced Chip Validation & Robotics Centre
- Advanced Chip Research & Training Centre
Supported by global industry leaders such as Arm, Synopsys, AWS, Keysight, Ansys, Cadence, Sicada, QES, Tekmark, DF Automation, IIT Madras, and Shenzhen Xinhou Research Centre, IC Park 2 will function as a full-fledged R&D and testing ecosystem.
Malaysia must rise beyond assembly and test
YAB Dato’ Seri Anwar Ibrahim stressed that Malaysia is ready to move up the value chain and build its own design, validation, and R&D capabilities so the country is no longer dependent on foreign-owned technologies.

This reflects the government’s strategy to build a complete semiconductor ecosystem from design to inspection, testing, robotics, and advanced metrology
Cyberjaya: The Heart of Malaysia’s Semiconductor Future
The selection of Cyberjaya, the city with the highest concentration of technology companies in Malaysia, positions IC Park 2 at the centre of collaboration, innovation, and talent development.
Cyberview Sdn Bhd, as the Technology Hub Developer, continues to support this transformation through strategic incentives and investment facilitation, ensuring Cyberjaya remains the nation’s most advanced hub for high-impact technological development.
The new phase will also host the Advanced Semiconductor Malaysia Academy (ASEM), a training hub aimed at producing 20,000 semiconductor engineers over the next decade. The event also celebrated the graduation of seven ASEM cohorts, demonstrating Malaysia’s commitment to cultivating world-class talent.
Strengthening the Ecosystem Through Funding and Local Impact Policies
To further accelerate growth, the Selangor State Government has set up the Selangor Semiconductor Fund, a RM100 million initiative by Sidec, PNSB, and Artem Venture Fund (Ehsan Capital). The fund will begin operations in November 2025 and invest in at least seven high-potential local semiconductor startups.
Additionally, the Local Economy Development Policy (LED) has been introduced to ensure digital industry growth brings direct benefits to Malaysians. This includes a requirement for 30% local content in new data centre investments, supporting national frameworks such as the National Semiconductor Strategy (NSS), New Industrial Master Plan (NIMP), and the National Energy Transition Roadmap (NETR).
